Kansas Rainy Day Fund

Posted by David Huston at 2010-01-08 22:56
I do not believe that any government should be in the business of collecting and "saving" excess revenue dollars. There is a very fine line between what I would call a rainy day fund and what I know as a "slush" fund. Will it create an incentive to collect more revenue (raise taxes) so that those "excess" funds can be divided up later to who knows what special interest group?

No, if you have excess revenue then your taxation system is too high. Don't save the excess for that rainy day but put it in the hands of the people who are paying the excess taxes.
