In an unlikely pairing, Sen. John Vratil, R-Leawood, and Sen. Laura Kelly, D-Topeka, are working to promote a constitutional amendment that would require the state to put dollars into a “Rainy Day Fund” in years when the state is prospering financially.

Kansas Rainy Day Fund
No, if you have excess revenue then your taxation system is too high. Don't save the excess for that rainy day but put it in the hands of the people who are paying the excess taxes.
