Kansas has laws restricting all kinds of things, from how fast you drive to how late in a pregnancy an abortion is allowed. The trouble is only politically convenient laws are enforced. The result is a growing disrespect for the state's courts and enforcement agencies. As Denis Boyles writes, monitoring abortions given to minors is one thing. Banning smoking in bars?
